Unconstitutional -- shouldn't that be based on the Constitution

Yesterday’s decision by the Supreme Court states that it is unconstitutional to impose the death penalty on minors. The decision was split 5-4 and those in the majority wrote that international opinion weighed heavily on their decision …. Since when is international opinion deemed a deciding factor in what it or is not constitutional? Shouldn't the constitution have something to do with it?
